I know HeAD posted long detailed discriptions of this move before.

And it's a real shame too that it got lost in the form of the presentation of it, and its actual content overlooked, because it's a great move and easily one of the most underrated and unused moves out there.

The way it's done is circle or strafe while taking fire and you don't stop until you have the target in your cross hairs. So that the moment you stand still you hit instantly.

The main concept is actually not the shot in itself, but staying mobile until the short window of attack opens up.
A moving target is of course always harder to hit. Throw in lag and desynched animations by crouching and the only time you are at risk is the moment you synch back up by firering your weapon. Which as you can see in the video is about 0.734 seconds.
No doubt that can be done faster just like you can do variations with crouching.

SoT actually incorporate a classic stubby style, being the last to fire, where what you are doing is really waiting for your opponent to synch up.

In addition to that you are not wasting time standing still having to adjust your aim all the while being a vulnerable synched target.

So if you are one of those people who for whatever reason isn't winning your ranged fights, be it lag or you own aim or speed, SoT is your best friend.

It's also useful instead of going toe to toe and hoping it's your hit going through, you work in a ghost shot and if the shot is blocked, you circle again without the risk of getting hit.

The drawback of course being you are shooting less you could classify it as a counter boxer move. You wait for the slugger to throw bombs at you and then you counter at the right moment.
